After a devastating war that long ago destroyed the Earth, you and the other leaders of a small group of survivors—the last of humanity—have found a suitable world to set down new roots. And none too soon, with your tiny fleet in disrepair and growing unrest splitting your desperate people into factions. Similar in geography and resources to what Earth was once like before both war and climate change made it uninhabitable, this new planet appears to be uninhabited… at least that's what your scouts say.
With your basic needs secured, it’s time to consider how you will organize your new society. How can the various factions be united? What sort of new government, constitution, and economic system will you establish? What laws and norms will govern this new society? What infrastructure will you develop? How will you manage resources, provide power, ensure food and housing, and possibly interact with undiscovered inhabitants? Is there a war on the horizon? Should alliances be formed? Can peace and prosperity prevail?
